New Mexico has a stormy gaming past. When the IGRA was signed by Congress in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the American Indian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to draft an accord with New Mexico Amerindian tribes. When the task force came to an accord with two big local tribes a year later, Governor King declined to sign the agreement. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it seemed that Indian gambling in New Mexico was now a certainty. But when Governor Gary Johnson passed the accord with the Amerindian bands, anti-gaming groups were able to tie the accord up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the accord, thereby denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, passed by the New Mexico house, to get the ball rolling on a full accord amongst the State of New Mexico and its American Indian bands. A decade had been burned for gambling in New Mexico, including American Indian casino Bingo.

The not for profit Bingo business has increased from 1999. In that year, New Mexico non-profit game owners acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Not for profit Bingo earnings have grown constantly since that time. 2005 saw the biggest year, with $1,233,289 earned by the providers.

Bingo is certainly favored in New Mexico. All kinds of operators look for a bit of the action. With hope, the politicos are through batting around gaming as an important factor like they did in the 1990’s. That’s probably hopeful thinking.
